Francis Arthur Frey passed away Wednesday, October 27, 2021 with his stepchildren, Lori White and Gregory White by his side. ‘Fran’ as he was called, was well known in Antioch for 72 years for his many contributions to public education and community service.

Fran was born in Ford, KS on a stormy night in the post office where his father served as postmaster. He graduated from Ford High School, and later entered the Navy in 1944, serving on the USS Dixie as a crane operator. Fran was honorably discharged in 1945, returning to Dodge City to marry Wanda Riedlinger. Both Fran and Wanda graduated from Ft. Hayes State University in 1948. After Wanda’s passing in 1972, Fran wed Joan E. White and they were married 37 years until her death in 2014. Fran and Joan were wonderful grandparents Joan’s grandchildren, Ashlye, Haylye and Brandon White. Fran loved the Oakland A’s, Warriors and the SF Giants. Often visiting Arizona Spring Training games, Fran and Joan enjoyed traveling extensively in their retirement.

While on military assignment at Treasure Island in 1944, Fran fell in love with California. He returned in 1949 to teach in Rio Vista and moved to Antioch in 1949, teaching at AJHS until he became Vice Principal. In 1963 after an earthquake damaged Antioch Jr High, he transferred to Park Jr. High while double sessions were used to handle all the students. He was later promoted to Asst. Superintendent for Antioch Unified School District. Fran retired from AUSD in 1985 to work as an agent for tax sheltered annuities. Fran was a long-time member of the Antioch Sunrise Kiwanis Club, and served as President, Treasurer and Lt. Governor. He was also an active member of the Antioch Methodist Church, serving in a variety of leadership roles.

Fran is survived by nieces Janice James Bangs and Claudia James Wendt, nephew, Richard James; stepchildren Lori, Gregory, and Bob White.

Fran is preceded in death by spouses Wanda Riedlinger Frey and Joan VanHoutin White Frey; parents Xopharie Lee and May Frey; sister Josephine Frey James.

Graveside service will be November 22, 2021 at 1:00pm at the Oak View Memorial Park Cemetery
